As a small business owner, Rep. Zullo understands the State's difficult tax climate. In 2025, Rep. Zullo opposed the State budget (H.B. 7287), which violated key fiscal guardrails and imposed new fees and taxes. In 2021, Rep. Zullo opposed legislation creating a new tax on every home buyer in the State and opposed legislation created the "Highway Use Tax." In 2019, he opposed expanding the sales tax and fought along with his colleagues to eliminate the business entity tax.
In 2025, as the "ranking member" on the State's "Planning and Development Committee," Rep. Zullo fought to oppose House Bill 5002, which sought to strip towns of local control of housing and zoning matters in favor of a top-down, State-mandated approach to creating housing.
In 2025, in the wake of surging electric rates, Rep. Zullo joined his colleagues in demanding better accountability, transparency, and energy policy from State agencies. Rep. Zullo understands electric rates, including the "public benefits charge" continue to burden families and small businesses and has supported measures to help reduce electric bills.

In 2025, Rep. Zullo supported measures to expand sepcial education funding for municipalities. In 2023, Rep. Zullo championed legislation expanding access to quality group and family child care. In 2021, Rep. Zullo supported increasing tax exemptions for senior citizens (H.B. 6458). In 2019, Rep. Zullo voted for legislation (P.A. 19-52) strengthening school safety measures and (P.A. 19-116).
In 2024, in the wake of proven absentee ballot fraud in Connecticut, Rep. Zullo joined colleagues to demand stricter measures to promote fair and secure absentee ballot procedures to ensure that every legal vote is counted fairly.
In 2023 (H.B. 6558), against the backdrop of rising interest rates and a national housing shortage Rep. Zullo co-sponsored legislation allowing towns to offer a $500 dollar per year (up to 5 years) tax abatement to help first-time homebuyers overcome and acquire safe, quality housing.

Fighting to Restore Law and Order
In 2024 and 2025, Rep. Zullo supported legislation to help towns crack down on criminals who participate in street takeovers. In 2023, Rep. Zullo, supported reforms to better empower police departments.
Addressing the Student Loan Crisis
In 2023, working across the aisle, Rep. Zullo championed legislation to create a student loan reimbursement program to help young people overcome the crippling effects of student loans (H.B. 6901).
Opposing the
"Gas Tax"
In 2021, Rep. Zullo rallied with residents and legislators across the State to oppose a new "transportation and climate initiative" (TCI), which would have raised gas prices at every pump across the State.
Supporting Veterans and Service Members
Rep. Zullo supported P.A. 19-171, which increased property tax exemptions for certain disabled service members and veterans.
